Mrs. Williams: I had the distinct experience of working with Tolbert on Tensas River NWR from 1985-1991. He truly was one-of-a kind! Tolbert is a pivotal character in the legacy of the refuge and his spirit will live on in the memories of those that had the pleasure of working with him and conserving the Tensas' woods and wildlife.
